Chief Dr. Jewel Howard-Taylor – former Vice President, has been charged and placed in custody at the headquarters of the Liberia National Police (LNP). The Liberian government, through the Ministry of Justice, has formally charged her with several offences, including drug trafficking and money laundering. The charges stem from a US$317 million narcotics seizure linked to what authorities describe as a sophisticated transnational criminal enterprise. The formal announcement of the charges was made during a high-profile press conference convened in Monrovia.
The Ministry of Justice has outlined the specific offences alleged against the former vice president under three separate legal frameworks. Under the Controlled Drug and Substance Act of 2023:
Justice Minister Cllr. Oswald Tweh Sr described the alleged operation as a “Transnational Narcotics Network” with activities extending beyond Liberia’s borders. According to the Ministry of Justice, the network used domestic infrastructure to facilitate the distribution and transit of controlled substances.
Police Inspector General Col. Gregory O.W. Coleman said there was “sufficient evidence” linking Howard-Taylor to the US$317 million narcotics seizure. He said the evidence justified her continued detention pending the commencement of formal court proceedings. This custodial status underscores the government’s position regarding the risk and scale of the alleged criminal enterprise.
The investigation has also identified other individuals whom authorities allege were involved in the wider international narcotics operation. While the former vice-president remains in custody, the government has formally charged three foreign nationals in absentia for their roles in the network: Nikolai Ivancic, Mihovil Vrovac and Tara Zaderieko.
In a related investigative development, the authorities have summoned Gerald Smith, the former National Security Agency (NSA) Deputy Director for Administration. Unlike the foreign nationals who have been formally charged, Mr. Smith is currently being called in for questioning to determine the extent of any institutional involvement or facilitation.
