President Donald Trump used his address to the 81st United Nations General Assembly to defend his administration’s foreign-policy record while outlining a more assertive vision of American power.

Iran dominated the speech, with Trump presenting Tehran with a stark choice between a negotiated settlement and further escalation. But his remarks extended well beyond the Middle East, covering Venezuela, Cuba, Greenland, artificial intelligence, Russia and Ukraine, NATO, the International Criminal Court and the future of the international system.

The Big Decision

The most consequential part of the speech was President Trump’s warning that he faces a “big decision” over how to proceed with Iran.

Nearly seven months into the conflict, Trump presented negotiations and further military escalation as the two possible paths ahead. He said a negotiated settlement could allow Iran to rebuild and become a far greater country but warned that he could instead “annihilate the Islamic Republic” and “drive them into hell” if no agreement is reached.

Trump also called for Iran to reopen the Strait of Hormuz and return to negotiations. He subsequently confirmed that U.S. and Iranian officials had met on Tuesday, although he provided limited details about the discussions.
